BYMA –Bolsas y Mercados Argentinos has entered into an agreement with the New York Stock Exchange (NYSE), the largest equities exchange in the world, to deliver NYSE data via the NYSE Best Quotes and Trades data feed (NYSE BQT). NYSE BQT provides a unified view of quotes and trades from each of the NYSE markets (NYSE, NYSE American, NYSE Arca, NYSE National and NYSE Chicago). This unprecedented step in the region enables the Argentine Stock Exchange to start delivering NYSE data and market information in real time. Investors will have real-time international data feeds covering asset classes such as equities, ETFs and ADRs traded on the NYSE markets, as well as domestic market data feeds. This information will be included in the new version of the proprietary platform BYMADATA, launching in the beginning of April. - Governance of superintelligence
Now is a good time to start thinking about the governance of superintelligence—future AI systems dramatically more capable than even AGI. May 22, 2023. Given the picture as we see it now, it’s conceivable that within the next ten years, AI systems will exceed expert skill level in most domains, and carry out as much productive activity as one of today’s largest corporations. In terms of both potential upsides and downsides, superintelligence will be more powerful than other technologies humanity has had to contend with in the past. We can have a dramatically more prosperous future; but we have to manage risk to get there. Given the possibility of existential risk, we can’t just be reactive. Nuclear energy is a commonly used historical example of a technology with this property; synthetic biology is another example. We must mitigate the risks of today’s AI technology too, but superintelligence will require special treatment and coordination. A starting point There are many ideas that matter for us to have a good chance at successfully navigating this development; here we lay out our initial thinking on three of them. First, we need some degree of coordination among the leading development efforts to ensure that the development of superintelligence occurs in a manner that allows us to both maintain safety and help smooth integration of these systems with society. There are many ways this could be implemented; major governments around the world could set up a project that many current efforts become part of, or we could collectively agree (with the backing power of a new organization like the one suggested below) that the rate of growth in AI capability at the frontier is limited to a certain rate per year. And of course, individual companies should be held to an extremely high standard of acting responsibly. Second, we are likely to eventually need something like an IAEA for superintelligence efforts; any effort above a certain capability (or resources like compute) threshold will need to be subject to an international authority that can inspect systems, require audits, test for compliance with safety standards, place restrictions on degrees of deployment and levels of security, etc. Tracking compute and energy usage could go a long way, and give us some hope this idea could actually be implementable. As a first step, companies could voluntarily agree to begin implementing elements of what such an agency might one day require, and as a second, individual countries could implement it. It would be important that such an agency focus on reducing existential risk and not issues that should be left to individual countries, such as defining what an AI should be allowed to say. Third, we need the technical capability to make a superintelligence safe. This is an open research question that we and others are putting a lot of effort into. What’s not in scope We think it’s important to allow companies and open-source projects to develop models below a significant capability threshold, without the kind of regulation we describe here (including burdensome mechanisms like licenses or audits). Today’s systems will create tremendous value in the world and, while they do have risks, the level of those risks feel commensurate with other Internet technologies and society’s likely approaches seem appropriate. By contrast, the systems we are concerned about will have power beyond any technology yet created, and we should be careful not to water down the focus on them by applying similar standards to technology far below this bar. Public input and potential But the governance of the most powerful systems, as well as decisions regarding their deployment, must have strong public oversight. We believe people around the world should democratically decide on the bounds and defaults for AI systems. We don't yet know how to design such a mechanism, but we plan to experiment with its development. We continue to think that, within these wide bounds, individual users should have a lot of control over how the AI they use behaves. Given the risks and difficulties, it’s worth considering why we are building this technology at all. At OpenAI, we have two fundamental reasons. First, we believe it’s going to lead to a much better world than what we can imagine today (we are already seeing early examples of this in areas like education, creative work, and personal productivity). The world faces a lot of problems that we will need much more help to solve; this technology can improve our societies, and the creative ability of everyone to use these new tools is certain to astonish us. The economic growth and increase in quality of life will be astonishing. Second, we believe it would be unintuitively risky and difficult to stop the creation of superintelligence. Because the upsides are so tremendous, the cost to build it decreases each year, the number of actors building it is rapidly increasing, and it’s inherently part of the technological path we are on, stopping it would require something like a global surveillance regime, and even that isn’t guaranteed to work. Outstanding US Law-Governed Citi-Issued USD LIBOR CMS Instruments Planned to be Calculated Pursuant to Fallback Provisions after June 30, 2023 On November 14, 2022, ICE Benchmark Administration (“IBA”), the publisher of the USD LIBOR ICE Swap Rate, announced that it intends to cease publication of all ICE Swap Rate settings based on USD LIBOR after June 30, 2023 (the "Cessation Date"). This announcement follows the announcement by the UK Financial Conduct Authority on March 5, 2021, that all USD LIBOR settings will either cease or no longer be representative after the Cessation Date. The USD LIBOR ICE Swap Rate is also referred to as a constant maturity swap (or “CMS”) rate, and in this press release is referred to as the “USD LIBOR CMS Rate”. Citigroup Inc. and certain of its consolidated subsidiaries have issued debt securities, certificates of deposit, preferred stock, asset-backed securities and trust preferred securities that: use the USD LIBOR CMS Rate as a benchmark (i.e., as a reference for calculating or determining one or more valuations, payments or other measurements), will not mature before the Cessation Date and are governed by U.S. law or the law of a U.S. state (“Legacy CMS Instruments”). As it is expected that the USD LIBOR CMS Rate will not be published following the Cessation Date, the calculation agent intends following the Cessation Date to request quotations for USD interest rate swap transactions referencing USD LIBOR, as described above. If the calculation agent is able to obtain a sufficient number of such quotations (as set forth in the terms of these Legacy CMS Instruments), then calculations based on the USD LIBOR CMS Rate in these Legacy CMS Instruments will be calculated instead by reference to such quotations. In light of the fact that USD LIBOR is expected to cease or no longer be representative after the Cessation Date, it is currently uncertain whether it will be possible to obtain quotations for USD interest rate swap transactions referencing USD LIBOR (as set forth in more detail in the terms of these Legacy CMS Instruments) after the Cessation Date. In the event that the calculation agent is unable to obtain a sufficient number of such quotations after the Cessation Date, the calculation agent may decide not to request quotations indefinitely, as to do so would serve no purpose. If a sufficient number of quotations are not available on any date of determination for any Legacy CMS Instrument or if the calculation agent has determined prior to such date of determination that it is futile to continue requesting such quotations, the calculation agent intends to follow the approach adopted by the International Swaps and Derivatives Association ("ISDA") for the swaps market and determine the relevant USD LIBOR CMS Rate in accordance with the fallback provisions set forth in Annex 3. Broadly, these fallback provisions consist of using the USD SOFR ICE Swap Rate (“SOFR ISR”), adding the ISDA fallback spread adjustment and applying technical adjustments to account for differences in payment frequency and day count conventions between USD LIBOR swaps and SOFR swaps. IBA has announced that it intends to publish a rate calculated in this manner starting on July 3, 2023. 2. Initial fallback to calculation agent selection of alternative rate Annex 2 lists Legacy CMS Instruments containing fallback provisions that provide that, if the calculation and publication of the relevant USD LIBOR CMS Rate is permanently canceled, then the calculation agent may replace that USD LIBOR CMS Rate with an alternative rate that it determines, in its sole discretion, represents the same or a substantially similar measure or benchmark as that USD LIBOR CMS Rate. For these Legacy CMS Instruments, the calculation agent intends, for all calculations made after the Cessation Date, to replace the relevant USD LIBOR CMS Rate with a fallback rate calculated in accordance with Annex 3. They also pledge to work collaboratively across sectors to achieve collective positive water impact in at least 100 prioritized water-stressed basins by 2030. The strategy aims to contribute to water security for 3 billion people, and help enable safe drinking water and sanitation for more than 300 million people. “We need concerted, collective action to ensure that there will be enough water for everyone in the very near future,” said Sanda Ojiambo, Executive Director and CEO of the United Nations Global Compact. “Companies are the world’s largest water users and have a vested interest in ensuring that water resources are managed responsibly, fairly and sustainably. We hope this Open Call will mobilize the action we need to ensure the private sector becomes a good custodian of water resources.” Water insecurity is one of the most pressing sustainability challenges of the 21st century, presenting humanitarian, environmental, and economic concerns. More than 2 billion people lack safe drinking water; a 40 percent water deficit is projected by 2030; and water-protecting ecosystems have experienced rapid destruction. Climate change continues to significantly intensify these risks, adding further urgency to act. The Water Resilience Coalition Investment Portfolio, launched on 16 March 2023, is an example of one initiative companies can participate in as part of the Open Call. This innovative investment platform has identified an investment pipeline of at least US$1 billion in capital market investment instruments to accelerate action on water resilience and SDG 6. Five member companies of the Water Resilience Coalition and the U.S. International Development Finance Corporation (DFC) last week announced $139 million of investments in the Portfolio’s first fund.
